| Resumen : | This executive summary presents a detailed diagnostic on the state of educational digital transformation across 25 countries in the region. Led by Fundación Ceibal as part of the EdTech Initiative, the study aims to strengthen local capacities to achieve a sustainable and equitable Educational Digital Transformation (EDT). This diagnostic clearly identifies areas where the greatest progress has been made, whether in structural, political, or institutional conditions; digital transformation planning; access to devices and connectivity; the consolidation of digital environments for educational resources and content; program development; or teacher training proposals. At the same time, it candidly exposes those aspects where significant gaps persist and where there is still a long way to go. Recognizing these contrasts is essential: it is the only way for countries to plan realistic, sustainable policies aligned with their needs and possibilities. The richness of this process also lies in the diversity of voices that nourish it. The responses reflect complementary perspectives from government officials, technical teams, academics, teachers, school leaders, civil society organizations, and private sector actors. Each views educational systems from a distinct and complementary standpoint. This plurality allows for the construction of a more complete and honest picture of the current situation. Integrating these perspectives is key to designing policies that not only respond to the government’s vision but are also relevant and applicable on the ground. This collective effort demonstrates the value of generating shared knowledge in the region and reaffirms the conviction that evidence-based state planning is a fundamental condition for achieving digital transformations that are truly inclusive, relevant, and sustainable over time. |
